Engagement of capital consultants

The engagement of various consultants will use the Department of Health and Human Services approved standard contract, contract AS 4122, with CAS Victorian government approved special conditions on.

Consultants are responsible to the project control group (PCG) to provide specialist expertise and advice in the management, planning, design and implementation of capital works projects.

In general, consultants will be engaged by the department to provide professional / technical services in the planning and procurement of assets. It will normally commence at project initiation and involve initial stages from master plan and feasibility studies to schematic design. The scope of consulting may extend to services from the design development to documentation, contract administration commissioning and the completion of the project.

The consultants usually independently engaged by the department throughout the project include the project manager, architect and quantity surveyor. For major projects ($5 million to $10 million) the building services engineers are also appointed independently by the department. Environmental engineers are appointed for complex / major projects (exceeding $10 million).

It is expected that consultants are aware of and carry out the legislative requirements of relevance and application to the planning, building and development industry and work within the conditions and professional responsibilities of their own area of expertise.

Government requirements will include the reviews called up under the gateway procedures of the Department of Treasury and Finance.

Consultants are to ensure that consideration will be given to asset management issues and the use of funds in a cost effective manner including an assessment of life cycle costing, minimisation of environmental impacts such as energy and water consumption and appropriate low cost maintenance design features.
